Virginia Alliance for Commerce and Equity is a nonprofit alliance dedicated to building institutional power for Virginia's small businesses, entrepreneurs, and community professionals. We are an organization built not on who you are, but on where you're going — and the belief that real communities deserve real institutions.

VACE is open to any individual or entity in lawful standing who commits to our Code of Conduct and mission. Membership is non-discriminatory and open across all backgrounds and professions. Programs serve all Virginians regardless of background.

Derived directly from our governing bylaws — these are not aspirations. They are institutional commitments encoded into our legal foundation. No single body shall control finances, discipline, elections, and operations simultaneously.

Seven Core Member Rights

Right to Vote

Every eligible voting member has one equal vote in all General Assembly matters. No single member, donor, or body can override democratic outcomes.

Right to Participate

Members have the right to attend all open meetings, join committees, submit proposals, and participate in governance processes.

Right to Financial Transparency

All voting members may request and receive annual financial summaries, budget documents, and audit results within established timelines.

Right to Due Process

Fully independent elections administration. No current Board members may serve. All elections conducted by secret ballot with transparent voter registry.

Right to Be Heard

VACE provides structured mediation services that resolve disputes with fairness, speed, and dignity — outside of costly legal proceedings when possible.

Right to Equal Treatment

VACE prohibits discrimination based on race, ethnicity, gender, religion, disability, sexual orientation, national origin, or any other protected characteristic.

Spending Thresholds

VACE's financial controls are designed to prevent misuse while enabling efficient operations. These thresholds are encoded in our bylaws and cannot be changed without a 2/3 supermajority vote.

Built-In Safeguards

Our bylaws mandate institutional-grade financial controls. Not because we are required to perform them — but because our members deserve nothing less.

Dual Signature Threshold
All disbursements above $5,000 require two authorized signatories — hardcoded into our bylaws.
Quarterly Reviews
The independent Oversight Committee reviews all financial records four times per year without exception.
Transparent Operations
Annual financial summaries are made available to all voting members within 120 days of fiscal year end.
Personal Use Prohibition
Bylaws explicitly prohibit any personal or political use of organizational funds. Zero exceptions, ever.
